The answer that springs to mind is because the US has always known that it 
could kick Iraq's arse in a war - Iraq was and remains a pushover, one 
indication of which is the almost laughable disparity in the numbers of 
fatalities on the two sides in the last gulf war.  Bill Hicks was brilliant 
about this, check out his "Relentless" show.

This would also explain why the US hasn't lifted a finger against India, 
Pakistan or North Korea - hang on a sec, these countries could get their 
nukes out.  India and Pakistan have been loudly trumpeting their nukes (which 
I think count as weapons of mad destruction) for some time, not to mention 
engaging in highly provocative sabre-rattling.  Don't get me wrong, I'm glad 
no wars are started or invasions launched.  Apart from anything else, half my 
family lives in Pakistan.  They are all wondering when they will be added to 
the hit-list of the "Axis of Evil" - was ever a more ludicrous phrase used as 
virtual foreign policy??
