That's a correct report, but in 1996 it didn't matter because there was a huge
difference in the number of votes for each candidate. There was a clear winner
then, whether those 15,000 votes were counted in or not.
With a difference now of only hundreds of votes, each particular vote becomes
incredibly important.
This situation can't be compared to anything that has happened before.
