I, too have interpreted this line as a reference to Manson.
If I remember right, he, as so many cult leaders, considered
himself Christ returned.  I think Joni was being sarcastic (and
cryptic).  What could be more out of whack than people strapping
themselves to big roman candles and propelling themselves into
the heavens, and Jesus a mass-murderer.  Still, she sends up
her prayer, wondering who is there to hear....
