J&B scotch is very pale in color, and was always
favored by hard-drinking foreign service personnel
characters in Graham Greene's novels ... since they
could mix their scotches and sodas much stronger
without anyone noticing.

As something of a scotch fancier, I can also tell you
that the mixture of J&B and Coke would easily make
anyone's top 10 List of foulest tasting cocktails
imaginable ... which has always led me to think Joni
intended the lyric to be a reference to drinking
scotch while doing cocaine.  Purest of speculations,
of course!
