So, you can horizontally scale by using OSPF/ISIS to announce the v4
addresses from multiple SIIT-BR to the "-> Juniper ->" step.

You can TE it and announce /32s from each SIIT-BR, or you can use ECMP
to spread the load, since it's Stateless.
