::ffff:0:0/96 are special-use IPv6 addresses that should never occur on the 
wire.

They are used to represent IPv4 addresses when using the dual-stack capable 
IPv6 socket API, cf. https://tools.ietf.org/html/rfc3493#section-3.7

I have not fully understood what you are trying to do, but it is unlikely to 
work if it depends on packets with these addresses being routed through a 
network.
