Yes it is practical to develop a site locally but you need to be able to
copy and paste you database (local to internet) for instance using
phpmyadmin ('export' the old database and 'sql' the new database with copy
paste) and change configuration.php to reflect the new credentials
(database, livesite url, absolute path)
