I second what ammar said.

Now concerning your problem, you should try to make the entire stack talk in
UTF-8. The following steps needs to be taken:
1- Make sure your Apache configuration has the following lines:
AddCharset UTF-8 .utf8
AddDefaultCharset UTF-8
2- Make sure your PHP configuration has the following:
default_charset = "utf-8"
3- Make sure your MySQL tables are created with collation and characterset
utf-8 in your DB creation script. (If you want to make the change permanent,
you can modify the MySQL configuration file to include default-character-set
= utf8)
4- Make sure your HTML output is in UTF8. In the <head> of your page you
should have <meta content="charset=utf-8">
5- Finally, you need to make sure that the first thing you do after you
initialize a DB connection is to run the following query "set names utf8".

I had the same problem a month ago, and those steps solved it for me. If i
missed anything or got anything wrong, please correct guys.
