In php.ini, you should have the line:
default_mimetype = "text/html"
just add default_charset = "utf-8" after it. (if you can't locate it, throw
it anywhere, it should work).
in httpd.conf you should have a long list of AddCharset directives, jsut add
the lines before or after them. (again if you can't find it, i think
anywhere is safe.. but NOT inside directives that are surrounded by tags:
HERE
<XXXX>NOT HERE</XXXX>
OR HERE
Step 5 means that when you call the function mysql_connect to establish a
database connection, you do a db query:
mysql_query("set names utf8");
this sets a mysql environment variable which would make it talk utf8
