well,
I'm not much into fpdf, but usually such problems are related more to the
font you are using, you should use a font related to the charset you are
using.

Also if you are using acrobat to test it, I suggest that you try adobe
acrobat me version. when I was working as a Mac Support, it was always an
issue with the arabic characters and acrobat reader, that's why we needed to
install the me version of acrobat reader (Not only Mac machines, also
windows machines have the same issue), maybe now it's working, but just to
be sure.
