The results of this poll were:
1 YES - Support should be mandated to allow an algorithm to be both a string 
and an object
14 NO - Support should not be mandated to allow an algorithm to be both a 
string and an object
4 DISCUSS - More discussion is needed

Based upon these results, I am making a consensus call that support should not 
be mandated to
allow an algorithm to be both a string and an object.  This issue is now closed.
