The results of this poll were:
18 YES - We should change the current treatment of AES-CBC + HMAC to use a 
single content encryption name
5 NO - We should not change the current treatment of AES-CBC + HMAC to use a 
single content encryption name
0 DISCUSS - More discussion is needed

Based upon these results, I am making a consensus call that we should change 
the current
treatment of AES-CBC + HMAC to use a single content encryption name.  This 
issue is now closed.
