JWS Unencoded Payload Option draft -09 addresses Stephen Farrell's IESG 
review<https://datatracker.ietf.org/doc/draft-ietf-jose-jws-signing-input-options/ballot/#stephen-farrell>.
  In particular, the use of "crit" is now required with "b64".  This should be 
the version that is sent to the RFC Editor.
