Over at W3C, it is being asserted that we are unable to refer to IANA
defined terms, like `iss` or `sub`, because there is no anchor tag for them
on this page:

https://www.iana.org/assignments/jose/jose.xhtml

And our publication rules require URLs to dereference.

I agree if would be helpful to directly link to terms with URLs that
include the term, for example:

https://www.iana.org/assignments/jose/#iss
https://www.iana.org/assignments/jose/#sub

Who should I discuss this with?

The current proposed alternative seems to be for W3C to define the URLs and
then point them to the IANA registries...
which seems to be just duplicating the IANA registry because it does not
use fragments.
