As an editor of the document, I support WGLC and let the document progress.
Agreeing with Mike and Tiru here, I am also against expanding this draft-ietf-jose-hpke-encrypt document. It was previously agreed that Post-Quantum (PQ) and Traditional (T) Hybrid cryptography work would be handled separately, a stance also adopted by the HPKE Working Group to work on a separate draft draft-ietf-hpke-pq.
