The newly-published
https://www.ietf.org/archive/id/draft-ietf-hpke-hpke-03.html just solved the
"info" size problem for JOSE and COSE. It now says:
Implementations MUST support info values of at least 64 bytes. Implementations
SHOULD support info values of at least 16384 bytes to accommodate protocols
such as Encrypted Client Hello [I-D.ietf-tls-esni].
