Just to round off this thread: I am now convinced that the problem was that identified by Martijn van Oosterhout - the validator plugin only checks the current selection. That was quite unexpected, although now that I am used to it, it has a sort of inner logic. It needs documenting, and I would have contributed a note if only I could find the validator documentation.
