If you're used to drawing software then you'll find a difference; with drawing software you often configure that the nudge distance should be "5 millimetres" or so, and if you're zoomed in far, then the nudge can be half a screen. The way I did it in JOSM is that the nudge is always one pixel, so depending on your current zoom level it can be anything from a few hundred metres to 10cm. We could also change this so that the nudge is always a real-world distance (say one metre or so) and thus independent of the zoom level.
