The GPL and other copyright licences protect actual code, not ideas. 
Contributors cannot be "contaminated". Just don't cut and paste.

Having said that, although my voice should not be a loud one as I have 
not made a significant contribution, it seems to me to make most sense 
to put JOSM-NG under the GPL because then there would be no concerns 
about cutting and pasting code, algorithms etc. or reusing resources 
like XML files and images from JOSM.
