You can create, edit, and remove relations. There are two ways to do this. There's a dedicated relation pane that you can display on the right hand side (by using the button on the left with the gear icon); there you should be able to select existing relations for editing, to delete them and to create new ones. Also, when a way is a member of a relation and this is shown in the property dialog, double-clicking on that entry should open up the relation editor as well! Once you have the relation edit window open, you can change the tags and members of the relation. Adding members works by selecting them through the usual JOSM means and then using the "add selected" function in the relation editor. If you want to highlight the relation's members on screen, that works the other way round - there's a button that makes JOSM select all those objects that are member of the relation. If it behaves differently than described here, let me know so I can fix it ;-) The big "todo" for JOSM in terms of relation support is having "specialist" editor views for different kinds of relation that would make working with them easier (and more foolproof), e.g. a route relation editor where you get a "halo" type display and just add and remove ways by clicking (and cannot ever add nodes), and such.
