How about adding a symlink to the download directory called "josm-testing" (to adopt the Debian way of having "unstable", "testing" and "stable") or so? The link in the wiki could point to that. I know it is probably easier for you to edit a link in the wiki, but there are probably people (like myself) who only check the download page.
