Probably because in the olden days there were no default settings and this was one of the URLs (_the_ URL?) to be used. Or I played around with it in the past and never knew it should be .org, I don't know. I saw that JOSM now fills the .org address as default, but if in the future the API URL changes than it would be a helpful addition. And in the OSM wiki too.
