Specific Mac OSX code has been removed to simulate drag events when ctrl + left mouse is pressed in revision 1842. I would recommend to ask josm-dev list next time to help out rewriting specific Mac OS code and not remove the feature silently. It looks stupid to customers if the same bug pops up after fixing it 1 month before.
