There are also users (like me) who use JOSM on both Windows and Linux.
Having things on different places on different platforms is confusing.
When it is just about button locations in a dialog it is not so
critical, but here I also don't think it is worth the effort.

As long as all dialogs within JOSM are consistent I am happy with it.
