For layers, 'right click on layer' -> 'info' should provide everything that is in the tooltip. I fear adding more and more options does not solve the problem. Often a reasonable default behaviour is simply what is required. Tooltip should be short: I cannot even read all the text on the gpx layer tooltip because it is hidden again after some time.
