Hi!

I noted in 3094 that when you combine ways, JOSM by default suggests
concatenating the tags with semicolon. The resulting tags are plain nonsense
in some cases (highway=road;unclassified in my example), not meaningful in
many cases and generally not supported by most software.

As this is the default behaviour, it is annoying to the experienced user and
it invites the newbie to do nonsensical tagging and make the ways disappear
from all maps. I suggest to at least change the default to a single value
tag.
