AFAIK, the tiles are cached in the directory plugins\wmsplugin\cache below your JOSM home directory. Your home directory should be in Windows XP at C:\Documents and Settings\<Username>\Application Data\JOSM, as long as you did not specify a different home directory as command line argument.
