This would be fine. But in my opinion it would be better to put all buttons for enabling/disabling sidebar elements (layers list, properties ...) into an extra menu. This could be placed on the right side of JOSM in the menu bar and if you want to have some one click buttons you could place a link in the in your personal bar below.
