Not necessarily.
One of these should be correct:
- "OSM gains access to Microsoft's aerial imagery"
- "Microsoft grants access to aerial imagery"
Microsoft must have gained access to aerial imagery (by signing a
contract with or by acquiring a rightsholder) in such a way that it can
grant access to OSM.
