I don't think this is a good idea. The technology is not bad, what is bad is the use of it. So, all the fault will be the user's fault. JOSM shouldn't be blamed for it. It's like this printers that don't let you scan or print money. As if a common user will be printing money to use it. Or as if real forger would use a common printer. Nonsense!
