Yes, that's a bit of a limitation. It tries to map whatever you currently have in your tag to list entries; if you have something in your tag that's not in the list then the whole list will be disabled.
What you probably want is a list that is automatically extended by any values already present, and also has a "+" button so you can add values... however, that would mean that if there's a typo in the tag (eg. cuisine=itailan) then it would add "itailan" to the list... not good either.
