I've gotten my plugin based on the Proj4J in a working state, or at least working for me. Some information is on the OSM wiki [1] and codes/JAR can be obtained from the trac site [2].
Please test this out and report any issues. My main interest was using EPSG:2924 with the pdfimport plugin, so I've also created a patch for that plugin to show the preference panel of any projection, not just Proj4J.
