You can turn way direction arrows off in preferences: Display Settings --> OSM Data Maybe they should be off by default? I suppose, with "higher zoom levels" you mean a greater number on JOSM's scale indicator? (which actually means a lower scale.) The oneway arrows are placed in regular intervals on screen. When a way is shorter on screen than that interval there is no oneway arrow displayed. I guess this has been this way since oneway arrows (the black triangles) were introduced a while ago.
