All line-oriented realations (route, multipolygons, ...) should be sorted, so that they build straight lines. JOSM supports this with automatic sorting and also display of continuity. Currently there exists no relation type which explicitely requires a sorted relation (at least none I'm aware of). So for now the order is mainly relevant for human users to do easy error checking. Sorting order of route relations may be relevant in other contexts in future as well.
