Sizzle is John's creation so it just makes sense that jQuery (and others) use that engine. Peppy is similar to Sizzle and can be configured (by commenting out blocks of code) to work with dynamic content. I believe the SlickSpeed tests only run the CSS queries once per framework so there probably isn't a huge "false impression of speed" in those tests. The quality of SlickSpeed results are debatable though (From what I have read it seems the order in which frameworks are tested may effect the results).
I think it might be beneficial to look under Peppy's hood and see if it contains any optimizations that other engines could use.
