I always thought it was the "correct" way to do things but looking at the  
specs it seems they are optional:

http://www.w3.org/TR/CSS2/syndata.html#value-def-uri

I think maybe IE on a mac would only work properly if you used the single  
quotes but luckily that's long gone...
