This should (would) be relatively easy to do.
Have same API key concept and mechanism as lot of others do (Google,
etc...). With the added functionality of API key belonging to certain
group in hierarchy of jQuery plugin developers.

So. Each and every plugin on http://plugins.jquery.com/ will be
"adorned" with the "label" which is actually a group name. Eg: core,
gold, silver, bronze, popular, etc. ... or some other system.
Key is not public. You get it and you keep it. You need to use it when
uploading plugins. jQuery team can (and will) send you a new key
when   quality of your plugins improves or degrades.

This of course requires organization, resources and time. And (if I
may remind you all) jQuery is free and open source. So adding new
requirements on the core team, might be a bit problematic, I guess ;o)
