Is this line really necessary:

$('html').css('padding', '0 0 ' + this.settings.height + 'px 0');

It seems as if it changes the padding of the whole page.

I also wonder what happens if the user doesn't support cookies. I think the 
best solution would be 
not to display the ad at all.
