You are missing commas in between your inner {}'s

for instance, your JSON is this (and this is just the first two
records)

                tags: "",
                name: "1st Wickham Scout Group",
                code: "1stWickhamScoutGroup"
        }
                "1": {
                tags: "",
                name: "?",
                code: "devtest123"
        }
}

it should be

{
                "275": {
                tags: "",
                name: "1st Wickham Scout Group",
                code: "1stWickhamScoutGroup"
        },
                "1": {
                tags: "",
                name: "?",
                code: "devtest123"
        }
}
