There shouldn't be an issue, so long as "existingCase.records.Spin_Off__c" has a correct value.
Do your option elements have explicitly defined values? Like this: <option value="Yes">Yes</option> <option value="No">No</option> <option value=""> </option> If not, try changing your markup and see if that helps.
