This is a pretty good way to generalize the difference.  I think it
really comes down to one question though:

Does your plugin have state or is it stateless?

If it's stateless, just extend $.fn yourself, you'll save some
overhead.  If it has state, $.widget will handle all the boiler plate
stuff for you.
