My guess (without having looked into it at depth) would be that it's
simply a rendering-problem brought on by quirks-mode in IE.
If you fail to provide a doctype, IE (and other browsers too, but with
less horrific outcome) will go into quirks-mode, and the rendering
WILL be affected.
