I simplified things:

$("#slider").slider({'min':-10,'max':10,'range':'false','step':
1,'animate':'false','values':'[-10,0,10]'});
$("#slider").slider("values", 0, -10);
$("#slider").slider("values", 1, 0);
$("#slider").slider("values", 2, 10);

But the handles don't move yet. In fact, the third handle stays over
the second one, despite of the fact that they have different values.
