Which version of jQuery UI are you using? The tabs markup has changed in 1.6 and the flora theme has been deprecated. You can generate a theme on ThemeRoller to get the latest tabs CSS and I'm thinking that may solve your problem. If you're using UI 1.5, there's a link at the bottom of ThemeRoller that will generate a 1.5 theme. http://ThemeRoller.com
