Styling native form elements is very difficult to do in a consistent way so they would never be directly themeable, but we've had lots of conversations already about creating custom form elements as future plugins -- checkbox, radiobutton, select, combobox, scrollbar, etc. -- that would work in a clean, progressive enhancement way. These plugins would all be built with CSS framework classes so they would be themeable so I guess the answer is "yep, we have plans". In 1.6, we added highlight and error framework classes with form interactions and validation in mind.
