No that I got fixed with the scroll option.

I am trying to make windows(with close, minimize, maximize, draggable
and resizeable) and I got to the stage where I add the option where
the windows are draggable.

and I want to be able to drag them aside so I could see them but not
the whole of them, so that's why I can use a container.

and there the problem came, if I drag the window to the bottom of the
browser  where all the window is hidden under an object I couldn't use
them any more or even get to them.

and this is why I want the behavor of windows inside an OS.
