I think these are merely samples of the corresponding theme classes.
Afaik, none of the UI components use these classes.  They are there
for you to add manually to your own markup.  For example, I prefer to
use the UI Dialog as an alert box instead of the browser alert box.
In doing so, I add the ui-state-highlight (and the ui-icon-info) to my
message to spruce it up a little.
