I have also experienced this with the post-1.7.1 themeroller. It
appears that the themeroller page sets a cookie that holds your
current settings, which explains why you can exit and return with your
custom settings saved. However, there seems to be a disconnect
happening between the setting of the cookie and the reading of it on
the download page.

I was able to "force" the cookie to be readable by simply changing any
setting on the themeroller page and then manually reverting that value
back to its desired state. (Example: change the first text setting to
2 ems and then back to 1.1 ems, or whatever.)

Afterwards the download worked perfectly for me (except that I had to
reenter the settings for the download itself).
