This is a known issue. We're working on improving effects support in
webkit-based browsers (Safari, Chrome). This work is being done in an svn
branch
http://jquery-ui.googlecode.com/svn/branches/dev/effects/demos/effect_methods/switch-class.html

I believe it's wrapping up and we're getting ready to land this in trunk for
1.8a2. If you could help us test out the above link, and the code that sits
behind it (
http://jquery-ui.googlecode.com/svn/branches/dev/effects/ui/effects.core.js),
that would be great. Thanks.
