I fell in to same confusion. This what docs say about cursorAt option:
"Moves the dragging helper so the cursor always appears to drag from
the same position." (http://jqueryui.com/demos/draggable/). I've set
it to {left:0, top:0} as David Roe suggested and now I have it
appearing exactly at mouse cursor. So, was it a bug? Is it already
filed?
